DLC demands municipality hand over title deeds to property owners

DLC leader, Patrick Pillay, is seen with a visibly irate Gopichund Hansraj, who received his title deed one year later after registration and Priscilla Naidoo who has been waiting since 2014 to get her title deed.

According to the Democratic Liberal Congress leader, Patrick Pillay, many municipal tenants who have signed up to take ownership of their properties have not yet received their title deeds.

“Title deed provides the right of title to a property owner. It is a major milestone and a proud moment in the lives of family’s when they finally attain ownership for their asset and receive their title deed. Thousands of municipal tenants never owned an asset and paid rental for over 30 years for the houses they rented from the municipality. Now that tenants have signed up for their title deeds a long time ago, they deserve their rights to have it in their possession,” said the DLC leader.

Cllr Pillay said that Gopichund Hansraj and Priscilla Naidoo approached the DLC offices regarding their title deeds that was long outstanding. After making strong representations to the Human Settlements department, these residents finally have their title deeds.

He added, “Unfortunately, these tenants were wrongly charged housing rental even after their title deeds was registered at the deeds office over a year ago. This is an absolute derelict of duties of the administration of the City whom have prejudiced these former municipal tenants financially. The DLC is making representations to the department to refund these former municipal tenants.”

Gopichund Hansraj said that he was literally pulling his hair from his head when the Housing Department was nagging him to provide him with his title deed.

“We are a struggling community and my family was shocked to learn, after the DLC representation, that we were wrongly paying rental for our own house. This is absolutely unacceptable for the municipality to place our family under such tremendous financial stress. We also demand answers from the municipality for their expensive mistake. My family appreciates the intervention of the DLC in this matter and bringing great joy to us regarding the title deeds,” said Hansraj.

Priscilla Naidoo said, “I was also getting the run around since 2014 without any success. The municipality has really hurt our pockets financially during this period. It is shocking that only after the DLC made representations on our behalf did we finally receive our title deeds. My family are very excited now that we have our title deed.”
